2004 Country Report on Human Rights Practices in Belgium After two lower courts ruled that they were not competent to hear the case of charges brought against three nonprofit organizations linked to the Vlaams Blok party, the prosecutor and the CEOOR, an autonomous governmental entity, appealed to the country's Supreme Court of Appeals, which remanded the case to the Ghent Court of Appeals. In April, the Ghent Appellate Court ruled that the three non-profit organizations, which constituted the Vlaams Blok, violated the country's anti-racism and anti discrimination legislation. In November, the Supreme Court of Appeals upheld the verdict of the Ghent Appellate Court. As a result, the Vlaams Blok changed its name to the Vlaams Belang to avoid further legal action.
