Belgium (06/05) The far-right Vlaams Belang (Flemish Interest) is the most militant Flemish regional party, with a separatist, anti-immigration, law and order platform. The Vlaams Belang was formerly called the Vlaams Bloc, until a 2004 high-court ruling confirmed a lower court verdict that the Bloc was a "racist" party. Faced with further legal problems, the Bloc disbanded and resurrected itself as the Vlaams Belang, with the same party leaders but a less radical party policy. Late 2004 polls showed the Vlaams Belang as the most popular political party in Flanders. Its predecessor, the Vlaams Blok, had broken out of its "fringe" party status in the 1991 federal election, when it posted significant electoral support in much of Flanders, especially Antwerp. Belgium On June 28, at a demonstration to protest growing anti-Semitism, the mayor of Antwerp promised the city's Jewish community that the police would give the problem their highest priority. On June 29, the federal Minister of Interior announced increased police protection at places such as schools and synagogues frequented by the Jewish community and said that the federal Government would investigate other measures. On June 30, Prime Minister Verhofstadt met Jewish community leaders, expressed the Government’s concern regarding the attacks, and noted the increased police protection. The following day, he told Parliament that such attacks were attacks on the country’s fundamental values and institutions and would not be tolerated. 2004 Country Report on Human Rights Practices in Belgium In July 2003, the Government published its response to a report by the Council of Europe's Committee for the Prevention of Torture (CPT) based on a 2001 visit. The CPT report made recommendations concerning the use of force and means of restraint during involuntary movement of prisoners, but noted that the Government had already taken measures to reduce risks to prisoners. The report's principal concerns were violence among prisoners at Andenne Prison, chronic overcrowding at Antwerp Prison, and the operation of the psychiatric care system in prisons. In response to the report, the Government adopted specific articles in the Criminal Code prohibiting torture and inhumane treatment and prohibited the use of plastic handcuffs and the use of immobilization techniques that could result in asphyxiation.
