The Guardian of Swaziland, an independent online newspaper, is available at http://www.theguardian.do.sz. The Swazi Observer and the Times of Swaziland are published daily from Mbabane. The Observer is owned by a crown trust; the Times is independent. South African newspapers reach Mbabane approximately 6 hours after publication in Johannesburg. The American Cultural Center has an Information Resource Center (IRC) containing about 5,000 books, 55% in English and 45% in French, and subscribes to many magazines and journals in English and French.  The IRC also has new sections such as the Commercial Library for businesspersons and the Cyber Cafe for training and research purposes.  The American Cultural Center’s English-language program has an enrollment of 667 students.  “The Jim Lehrer Newshour” is shown every Monday through Friday from 11:00 a.m.  to 12:00 noon.  It also hosts shows by international performers several times a year. ... Croatia

In June 2003, the GOC passed a new foreign exchange law. One of the main new features is that the Croatian National Bank and/or the Cabinet of Ministers are granted authority to impose capital restrictions (restrictions on repatriation of profits, capital etc.) if they assess that outflows or inflows of capital could cause significant problems to conducting monetary policy or carrying out foreign exchange policy. This is described under articles 47 and 48 of the new law, an English translation of which is available at the National Bank website at www.hnb.hr. Also, under article 9 the law defines FDIs. The Gambian national army numbers about 1,900. The army consists of infantry battalions, the national guard, and the navy, all under the authority of the Department of State for Defense (a ministerial portfolio held by President Jammeh).
