Belgium (06/05)

Since 1984, the German language community of Belgium (in the eastern part of Liège Province) has had its own legislative assembly and executive, which have authority in cultural, language, and subsequently educational affairs. ...

Demonstrations in the early 1960s led to the establishment of a formal linguistic border in 1962, and elaborate rules made to protect minorities in linguistically mixed border areas. In 1970, Flemish and Francophone cultural councils were established with authority in matters of language and culture for the two-language groups. Each of the three economic regions--Flanders, Wallonia, and Brussels--was granted a significant measure of political autonomy. ... [Read More]

On behalf of all three Missions, JAS/Human Resources coordinates a post language-training program. French- and Dutch-language classes are offered. Textbooks, tapes, and other instructional materials are used with the courses, and a mini Language Lab offers interactive language study using CD-ROMs. Classes usually meet for 3–5 hours per week (depending upon level of instruction), Monday through Friday. Employees share the costs of language lessons. Private tutors may be found if you wish to pursue language studies at your own expense. The Army Education Center at the NATO Support Activity (NSA) also offers language training courses for employees and family members. A number of commercial language schools in Brussels, as well as organizations like the Alliance Française and the Brussels Chamber of Commerce, offer individual or group language instruction. Language courses are also offered through many of Brussels’ communes. The CLO maintains a list of private language courses and current ... [Read More]

Remarks En Route to Brussels, Belgium

SECRETARY RICE: Well, we've had pretty muscular language, I think. (Laughter). I mean, all of you are writing from the point of view of doing this in the region, this is muscular language on the part of the United States. But I agree, they should listen to their own people. That's what matters ultimately. ...

QUESTION: Madame Secretary, can I just follow up on that? The Saudi Foreign Minister seemed a bit, I wouldn't say dismissive, but he didn't seem to incorporate the message. He said, "We're not going to listen to the United States. It's our own people we're going to listen to. And that's the criteria we are going to follow." Do you envision a point, at some time that you're going to have to have more muscular language and possibly some action to drive the point home? ... [Read More]

Belgium

The parliamentary report also recommended that the country's municipal governments sponsor information campaigns to educate the public, especially children, about the phenomenon of harmful sects. In December 1998, Parliament enacted legislation formally charging the country's State Security with the duty of monitoring harmful sectarian organizations as potential threats to the internal security of the country. This legislation uses the same language as the Parliamentary Commission's report and defines "harmful sectarian organizations" as any religious or philosophical group that, through its organization or practices, engages in activities that are illegal, injurious, or harmful to individuals or society. ... Belgium

The existence of communities speaking Dutch, French, and German created significant complexities for the Government. Most major institutions, including political parties, are divided along linguistic lines. National decisions often take into account the specific needs of each regional and linguistic group. With three official languages, the country had a complex linguistic regime, including language requirements, for various elective and appointive positions. The law prohibits the official financing of any racist or xenophobic party or any party that does not respect human rights. ... [Read More]
