The country has over 2,250 miles of paved roads, the most important of which are the north-south road from Lomé to the Burkina Faso border, and the coastal road linking Ghana and Benin. The Port of Lomé, which was inaugurated in 1968 and expanded in 1984, has 10 piers capable of handling a large variety of ships. The port operates daily and has extensive transit and storage facilities. It has a 173-acre free port area and an additional 1,581-acre industrial park, making it an attractive regional base. Some warehousing, assembling, and manufacturing operations receive customs exoneration on imported raw materials and finished exports. In an effort at national reconciliation, Gbagbo promised a government of national unity to include all the parties, and the political situation seemed to calm. That temporary surface calm, however, was shattered once again on September 19, 2002, when exiled military personnel and their cohorts within the Ivoirian army mounted a failed coup attempt, which evolved into an armed rebellion that split the country into two. Dominican Republic According to the Attorney General's office, the police and the military held more than 14,500 prisoners and detainees in 34 prisons with a total intended capacity of approximately 9,000 persons. The military operated 21 prisons with a total of 5,084 prisoners, and the National Police operated 13 prisons, with a total of 9,557 inmates. A warden was responsible for running each prison and reported to the Attorney General through the General Directorate of Prisons. A police or military colonel (or lieutenant colonel), generally appointed for a period of only 3 to 6 months, was responsible for providing security and notionally reported to the warden. In practice, the colonel was in charge of the prison, and neither the Directorate of Prisons nor the individual wardens had much power. These homes include two sets of triplexes, several duplexes and/or stand-alone units. They are fully furnished and have yards, three bedrooms, three baths, a den, living room, dining room and kitchen.
