Corruption. Corruption has been the most significant problem within Georgia's law enforcement agencies. Georgia's anti- corruption efforts continue to be hampered by the widespread tolerance of corruption within Georgian society. During 2001 the Government of Georgia formed a commission to reform the law enforcement agencies (so-called "power ministries"). The commission developed a strategy for reorganization that was forwarded to the Georgian National Security Council; however, no significant changes were made. Intensified controls on cannabis cultivation.The 2003 National Drug Monitor, published in March 2004, showed the number of recent (last-month) cannabis users in the Dutch population over the period 1997-2001 rose from some 326,000 to 408,000, or 3 percent of the Dutch population of 12 years and older (of a total population of 16 million). Life-time prevalence (ever-use) of cannabis among the population of 12 years and older rose from 15.6 percent in 1997 to 17 percent in 2001. The average age of recent cannabis users is 28 years. According to the Trimbos Addiction Institute, cannabis use among young people ages 12-18 dropped in 2003: recent (last-month) use for boys dropped to 10 percent, which was almost one-third less than in 1966. Agreements and Treaties. Italy is a party to the 1961 UN Single Convention, the 1971 UN Convention on Psychotropic Substances, the 1972 Protocol and the 1988 UN Drug Convention. In December 2000, an international conference was held in Palermo, Italy, for the signing of treaty on transnational crime. The treaty must be ratified by a quorum of 40 countries before it comes into force. This new treaty will strengthen governments against serious crimes, including drug trafficking, money laundering, trafficking of human beings and arms trafficking. As a member of the European Union, Italy participates in the Dublin Group, UNDCP Pompidou group, Europol, the EU Commission, and attendant committees and working groups.Cultivation/Production. There is no known coca bush cultivation in Italy. However, opium poppy grows spontaneously in the southern part of Italy and the island of Sicily. Visas are no longer required for diplomats traveling to the Kyrgyz Republic on diplomatic passports. However, official and regular issue passport holders are required to obtain Kyrgyz visas. Travelers arriving via the International Airport in Almaty, Kazakhstan and transiting by car to the Kyrgyz Republic will need Kazakh visas. Post recommends travelers take the United Airlines flight to London and then to Bishkek on British Air. Another option is to travel to Frankfurt and then to Istanbul. No regulations or quarantines restrict importing cats and dogs. Pet owners should have immunization records, especially rabies vaccination (within 1 year), and health certificate records certified by a veterinarian within 2 weeks of departure. Make sure that international certificates are used. Since most departures transfer in Germany, the certificate should be translated into German if an international certificate is not available. The German and Swedish customs agents are very strict; do not take any chances. Germany requires the pet's health certificate be signed by your vet not more than 10 days before the flight.
