In September, the Ministry of Education twice ordered Alexander Kazulin, Rector of the Belarusian State University, to liquidate the International Humanities Institute (IHI), an independent educational entity that was affiliated with Belarusian State University and that received funding from international Jewish organizations. The IHI offered instruction in several fields, and specialized in Judaica studies. The Ministry of Education did not cite any reasons for seeking IHI's liquidation. On September 23, the executive board of Belarusian State University decided to re-designate the IHI as the "Humanities Institute of Belarusian State University," which permitted the institution to continue its various educational programs. 2004 Country Report on Human Rights Practices in Belarus

The Government continued to restrict academic freedom, in part by requiring all educational institutions to teach, and all students to study, the official state ideology, a concept which combines reverence for the achievements of the Soviet Union and Belarus under Lukashenko with advocacy of an authoritarian, Soviet style, political and social structure. In April, the Ministry of Education announced that all higher education establishments, regardless of whether they are private or state run universities, must adhere to state standards. On July 26, the Government cited a failure to meet "state standards of education" when it closed the European Humanities University (EHU), the country's premier independent university, by depriving it of premises. Ambassador Michael Kozak announced a major U.S. book donation to Minsk State Linguistic University at the opening of the 5th International Conference of Teachers of English in Minsk. Belarusian Steps Against Academic Freedom, Right of Assembly

On July 21, the Belarusian Government informed the European Humanities University, a respected private institution of higher learning, that it would terminate the lease on the building housing most of European Humanitarian University's academic programs and facilities. San Francisco State University is working with Novosibirsk State University to develop a university based teacher preparation program in Orientation and Mobility. This program prepares teachers of visually impaired students to independently navigate through their home/work/school environments. Marisa Fedosik, a Regional Scholar from Minsk, Belarus, met African-American writer Ishmael Reed at a conference at the University of California, Davis, this spring. Fedosik is currently researching the work of Reed at Iowa State University. Of the meeting, Fedosik said, "I learned so much about his work that I wouldn't be able to find in any book. And moreover, I got to know him in person and this gives me inspiration and desire to go on with my work."
