Belarus In December 2001, Andrei Zaitsev, a 24-year-old Gomel-based opposition activist, is alleged to have hanged himself a few days after he had been sentenced to 3 months confinement on a minor trumped-up charge. Friends and family noted numerous inconsistencies and irregularities in the suicide and demanded a criminal investigation. Before his death he allegedly left both a note stating that the KGB had tried to recruit him, as well as an audio recording of his conversation with a KGB officer named Yevstigneyev. According to Zaitsev's note, the KGB agent offered him freedom in exchange for cooperation with the KGB. Gomel District Prosecutor Vladimir Podsekin insisted that the death was indeed a suicide, and claimed that the KGB was not responsible. In explaining his rejection of the parents' request to institute criminal proceedings, Podsekin noted only that the law does not prohibit the KGB from recruiting informers. ... [Read More]
2004 Country Report on Human Rights Practices in Belarus In January, the organization Russian National Unity distributed anti-Semitic leaflets in Gomel, which stated: "The Jews are trying to destroy Christianity," "Now hostile activities against the Jews will begin," "The Jews are the forces of evil," and "The fighters against God must be exterminated." In addition, the letters RNE were sprayed on the walls of the Jewish Community building in Gomel. No suspects were arrested at year's end. ... The authorities cooperated with the UNHCR and other humanitarian organizations in assisting refugees. Since 1997, approximately 3,000 applications for refugee status were filed; of which 732 persons received refugee status. Of the 719 officially recognized refugees in the country, the most refugees were from Afghanistan, Georgia, Armenia, Azerbaijan, Tajikistan, and Ethiopia. During the year, 23 individuals were granted asylum, while 33 asylum applications were rejected. The UNHCR operated a center in Vitebsk providing temporary accommodations for 30 persons. The UNHCR also opened a social rehabilitation center for forced migrants in Gomel, which was designed to accommodate up to 14 refugees at a time for 6 months. On March 18, the UNHCR provided funds to open a center to provide temporary accommodation for asylum seekers and illegal migrants at the Minsk National Airport. Belarus (10/04) Humanitarian aid continues to be the primary engagement between the U.S. military and Belarus. In early 2004, the United States European Command announced the allocation of $200,000 for the continued renovation of the Gomel Emergency Treatment Hospital. The hospital had already received more than $600,000 in humanitarian assistance, which included funds for the renovation and establishment of its blood transfusion center in 2001. In addition, in May 2004, the U.S. military donated $95,000 for the renovation of the Turov regional hospital. Belarus On August 19, the MOJ issued a warning to the Belarusian Helsinki Committee, another prominent human rights NGO, for the absence of quotation marks in its letterhead and seal. The Belarusian Helsinki Committee would be closed after one more warning. On June 17, the Gomel Regional Court closed the Gomel-based NGO resource center, Civic Initiatives, claiming that the organization used foreign aid for illegal purposes. On July 9, the Brest Regional Court closed the Baranovichi-based NGO resource center Varuta, claiming that Varuta abbreviated its name in internal documents and referred to itself as an organization, rather than an association as stated in its registration. On July 31, the Vitebsk Regional Court closed the Vitebsk-based NGO resource center, the Center of Youth Initiatives Kontur, for violations in tax regulations and for failing to reside at the registered address. For the Record Newsletter European Programs Branch On July 24, the IATP site in Gomel, Belarus, hosted a group of alumni from ECA-sponsored exchange programs who met with State Alumni Webmaster Hilary Brandt, US Embassy Assistant Public Affairs Officer Thomas Tanner, Embassy Cultural Affairs Assistant Natalya Yeroshevich, and IATP Belarus Alumni Coordinator Oxana Popovich. Brandt thanked the Gomel alumni for active participation in the State Exchange membership drive and registration on the State Alumni website ( https://alumni.state.gov). The IATP Gomel site was a runner-up in the membership drive, and Brandt presented a State Alumni certificate to Irina Spivak, the site administrator.
