The administration also pursued other successful nonproliferation initiatives in Russia and the NIS. Science Centers in Russia and Ukraine were established to stem the "brain drain" of unemployed and underemployed Soviet-era scientists and engineers. These Science Centers funded over 840 peaceful scientific projects engaging over 30,000 scientists and engineers at more than 420 institutes.
