And we have developed, and I think, increasing developed a good partnership with the European Community -- European Union -- and the Commission and all of the structures of the European Union. ... The platform for action thatcame out of that conference very clearly stated that democraticprogress depends on the progress of women. Economic progress dependson the progress of women. Women's rights are human rights and humanrights are women's rights. Now, I have been amazed by the number ofpeople over the last four years who asked me what I meant when I saidthat. I remember in particular being on a Voice of America call-inradio program when a gentleman called me from a faraway country to askme just what I meant when I said that women's rights are human rights?And I asked him to close his eyes and think of all the rights menhave: the right to food and shelter, the right to a job and education;the right to be able to vote and to hold elective office; the right tobe heard and valued as members of families and communities. Promoting Democracy Through Diplomacy
We recognize the great challenge, particularly in light of global problems. We believe promoting democracy is the most realistic policy possible, because it is the system of government most consistent with human nature. Democratic institutions give restraint to humanitys base instincts, and give freedom to humanitys noblest inclinations. Even as we witness great advances in human freedom, such as the crumbling of the Iron Curtain and the demise of Soviet communism a decade and a half ago, we know that history has not come to an end, that new challenges and threats always arise. As Secretary Rice said just last week to the Community of Democracies, "we must usher in an era of democracy that thinks of tyranny as we think of slavery today: a moral abomination that could not withstand the natural desire of every human being for a life of liberty and dignity."We see that freedoms call is resonating with more and ... Questions have been raised about why we also fund civil society groups. Secretary Albright suggested earlier this year that the African countries that most deserve our help are those that are doing the most to help themselves, and that is why our support also includes nongovernmental organizations. It has been our experience that the involvement of people in the affairs of their community, their willingness to abandon the role of spectator and behave as engaged citizens, forms a kind of civic capital that contributes greatly to the foundation on which democracy is built. It is impossible to quantify a nations civic capital, but in the United States at the moment the social or independent sector employs about ten million people, utilizes almost an equal number of volunteers and comprises almost ten percent of the Gross National Product (GNP).
