US Department Of State Post Report

Dance clubs, bars, and casinos abound.  New restaurants are opening with some frequency throughout the city.  There is an expanding variety of ethnic cuisines, including Chinese, Mexican, Georgian, Indian, Uzbek, Italian, Spanish, and even a couple of places to get a good steak or some sushi.  Service, menu selection, and food quality are improving.  With a few notable exceptions, prices are reasonable.  There are six McDonalds in Minsk (some say better than U.S. McDonalds) and several pizza parlors.  The many sidewalk cafes are pleasant places for a meal or drink during the good weather seasons.  When folks need a taste of Western dining or a weekend away, they often head for Vilnius. Social Activities Among Americans [Read More]

Open Skies Treaty

Sensors. Open Skies aircraft may have video, optical panoramic and framing cameras for daylight photography, infra-red line scanners for a day/night capability, and synthetic aperture radar for a day/night all weather capability. Photographic image quality will permit recognition of major military equipment (e.g., permit a State Party to distinguish between a tank and a truck), thus allowing significant transparency of military forces and activities. Sensor categories may be added and capabilities improved by agreement among States Parties. All equipment used in Open Skies must be commercially available to all participants in the regime. ... "For the Record" Alumni Newsletter – Office of Academic Exchange Programs, European Programs Branch

On the weekend of October 5, four FREEDOM Support Act Undergraduate fellows from Moldova, Ukraine, Armenia and Uzbekistan, studying at Northern Arizona University in Flagstaff, AZ, traveled more than one hour in the rain, on foot to hear President Bush speak. About the experience, Nataliya Koposovych from Ukraine explains, "We were so excited that we took the chance to see President Bush. I think not everyone from our program will have such great opportunities, so we were just lucky. Though the President's speech did not take much time (we would like it to be longer) because of the tough schedule of the President and the bad weather, we still enjoyed listening to the key points of American policy and believe that the President will keep on making the right decisions concerning the Iraq problem. And I am very happy that, despite the stormy weather, we managed to walk six miles to ... [Read More]

Europe and Eurasia

In late 2004, the Ukrainian peoples courage and determination spearheaded the peaceful "Orange Revolution" that significantly advanced liberty in Ukraine and buoyed pro-democracy supporters worldwide. In order to promote a free and fair presidential election scheduled for the fall of 2004, the United States funded an unprecedented number of international observers through the Organization for Security and Cooperation in Europe (OSCE) and the European Network of Election Monitoring Organizations (ENEMO) - an association of election monitoring non-governmental organizations from Europe and Eurasia - and domestic observers, including the Committee of Voters of Ukraine (CVU), who were deployed in all regions of Ukraine for each electoral round. In total, the OSCE deployed some 2,500 monitors, ENEMO approximately 2,000, and CVU about 30,000 for the three rounds of the presidential election. Their actions, reports and statements helped inspire thousands of Ukrainians to stand up for democra ... [Read More]

The Administrations Priorities in Europe

We have been actively encouraging Russia at every opportunity to take the steps necessary to fulfill the commitments it undertook at the 1999 OSCE Istanbul Summit to remove materiel and forces remaining in Moldova and to agree with the Georgian government on the duration and modalities of the functioning of its remaining military bases in Georgia. We have made it very clear that ratification of the Adapted CFE Treaty requires Russia first to meet these obligations. Just a word about U.S.-Russian economic relations. The trends are essentially positive, although Russia remains a difficult place to do business. Bilateral trade is improving, and our FREEDOM Support Act assistance on economic reform is a success story: increasingly we will target assistance projects to democracy-building and civil society rather than economic reform programs. Russia wants to join the World Trade Organization. The United States supports Russias members ... [Read More]
