G) The Caribbean As 2001 ended, Haiti’s economy stagnated. Electricity rates rose but supply remained uncertain; imports of goods were down; domestic production fell, further reducing the number of jobs available; and the gourde-dollar gap widened. Haitians expressed their discontent through graffiti, demonstrations, and calls for general strikes. School attendance remained low, especially among the poor who could not afford the fees, and professionals and others with job skills left Haiti for Canada and the United States. As a result, drug trafficking was one of the few lucrative businesses in Haiti and represented a source of income for many Haitians. In some areas of the country, Haiti’s poor regard cocaine as "manna from heaven," and sometimes use violence to get to it. ... [Read More]
The Caribbean Law Enforcement Efforts. GOG counternarcotics efforts are hindered by the lack of adequate resources for law enforcement. The Customs Anti-Narcotics Unit (CANU) is supposed to be one of the main agencies responsible for drug-related law enforcement, but it has no real authority under the law. Officially, the CANU is still a department of Customs, although it operates with considerable autonomy. It is unclear who holds ultimate control over the unit. The scope of the CANU’s operation is largely believed to be politically regulated and directed. Many CANU officers are afraid to take independent action for fear of losing their jobs, with the result that little effective investigation is done. There is also a great deal of mistrust between CANU officers and the GPF, resulting in unsatisfactory intelligence/information sharing. Guyana's inefficient and antiquated legal system continues to hinder prosecution of drug offenses. ... [Read More]

Reich, Assistant Secretary, Bureau of Western Hemisphere Affairs -- "Free Trade Area of the Americas" -- U.S. Department of State, October 2002 The impact of the North American Free Trade Agreement (NAFTA) on Mexico is an example. More than half of the 3.5 million new jobs created in Mexico since 1995 are connected to trade. NAFTA is also a major force in the political modernization under way in Mexico. ... Leading Latin American economists have come to appreciate that imports are as important as exports -- a country that is importing is growing, becoming more efficient, creating jobs, and raising productivity -- and a country that is exporting goods is doing better than a country that is exporting people. At the same time, we recognize that the nations in this hemisphere benefit by broadening their industrial base and diversifying their exports. ... [Read More]

However, in 1997 the Ministry of Labor established the Disabilities Unit to address the concerns of the disabled, and in early 1998 it created an advisory committee on disabilities. The Labor Department, a unit within the Ministry that finds jobs for the disabled, long has advocated the introduction of legislation prohibiting discrimination. In May the Government, labor leaders, and the private sector jointly announced an agreement to promote a code of practice on the employment of persons with disabilities, as part of these groups' continuing social partnership. They also agreed to establish targets and time frames for the employment of disabled persons in the private and public sectors. ... [Read More]
