Bolstered the Summit of the Americas process and talks to form a Free Trade Area of the Americas (FTAA). Rolled out the Andean Regional Initiative; the Partnership for Prosperity with Mexico; the Third Border Initiative with the Caribbean; the Opportunity Alliance in Central America and Mexico. Issued the Commission Report to the President of the Commission for Assistance to a Free Cuba and began implementing the recommendations in the report to hasten the transition to democracy and a free-market economy. Worked with other Organization of American States (OAS) members to draft the Inter-American Democratic Charter along with 33 other states, supporting OAS initiatives to effectively implement the provisions of the Charter.
