Overview for 2000For U.S. international antidrug programs, the year 2000 was one of important accomplishments and serious challenges. Long-term cooperation with our Western Hemisphere allies continued to bear fruit. We successfully attacked drug crop expansion, enhanced interdiction efforts, worked to arrest leaders of drug trafficking syndicates, and narrowed the opportunities for the drug trade to launder drug profits. At the same time, we provided our partners essential training assistance to strengthen their law enforcement and judicial systems, while helping them with programs to reduce drug consumption in their own countries. CARRINGTON: Call to order the first annual meeting of the Ministers and Secretaries of State of the nations of the Caribbean responsible for foreign affairs, and the Secretary of State of the United States of America. As established by the 1997 Barbados Summit of the Heads of Government of the nations of the Caribbean and of the United States, I have great honor in inviting the Honorable Ralph Maraj, Foreign Minister of Trinidad and Tobago to address us: ...

Even as we build a new hemisphere, we must understand the inherent differences among us -- geographically, historically, economically -- and use diversity to our best advantage. Solidarity is essential, as the president noted on his trip to the Caribbean last year. In this region, this means ensuring that smaller economies are fully and appropriately integrated into the Free Trade Area of the Americas. It means a sensitivity to immigrants looking for a better life even as we enforce our own legal requirements. It means working together cooperatively, as the Secretary of State noted in her remarks, to fight the dark and evil force of narcotics and narcotics traffickers through every means at our disposal, including multilateral evaluations of our efforts. The Caribbean

The far-reaching restructuring of the N.A. police, started in 2000, continued to show limited results. During 2003, the police chief made improvement of the Criminal Investigative Service (CID) his top priority. His second priority continues to be improving the expertise of the financial investigation team. It is estimated that Curacao requires 900 police officers, but has a force of 420. Of the 26 additional officers now in training, 11 will go to the Windward Islands and Bonaire, and 15 to Curacao. From a previous class of seven, all went to Bonaire to stem the increasing problems there. As a result of a protocol signed in 2002 between the Justice Ministers of the Antilles and the Netherlands, the NA is now connected to the Dutch Police Information network to exchange information, particularly about international crime. Summary Because of its geographic location, The Bahamas continues to be utilized as a major transit country for cocaine and marijuana bound for the U.S. from South America and the Caribbean. The Government of the Commonwealth of The Bahamas (GCOB) cooperates closely with the United States Government (USG) to stop the flow of illegal drugs through its territory, to target Bahamian drug trafficking organizations, and to reduce the domestic demand for drugs within the Bahamian population. G) The Caribbean

The GOJ does not encourage or facilitate the illicit production or distribution of narcotic or psychotropic drugs or other controlled substances, or the laundering of proceeds from illegal drug transactions. The GOJ has a policy of investigating credible reports of public corruption and prosecutes individuals who by reliable evidence are linked to drug-related activity. The GOJ has not prosecuted any senior Jamaican government official for facilitating the illicit production or distribution of such substances, or the laundering of proceeds from illegal drug transactions. During the year, a number of JCF and JDF personnel were arrested on drug-related charges, and there are currently a number of ongoing investigations into alleged drug-related corruption involving police personnel. G) The Caribbean

In 2002, the GOJ seized 3,688 kilograms of cocaine, 26,630 kilograms of cannabis and 497 kilograms of hashish oil. Cocaine seizures increased in 2002 compared to the previous two years. The largest single cocaine seizure occurred in August when a joint JCF-JDF operation captured a go-fast boat containing over 1,500 kilograms of cocaine. Three Jamaicans arrested in connection with the seizure were scheduled for trial in December; two Colombian nationals earlier pled guilty and were sentenced to ten years imprisonment. The JDF worked with USG’s Joint Inter-agency Task Force/East throughout the year to successfully disrupt a number of planned go-fast deliveries. Intelligence-driven operations coordinated with DEA and the JCF vetted unit resulted in significant seizures of cocaine, including a 350-kilogram seizure in November.
