Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The Bangladesh Army, Navy, and Air Force are composed of regular military members. Some of the senior officers and noncommissioned officers served in the Pakistan military before the 1971 independence war. Senior officers include "repatriates" who were interned in Pakistan during the war, and "freedom fighters" who fought against Pakistan. The 110,000-member, seven-division army is modeled and organized along British lines, similar to other armies on the Indian subcontinent. However, it has adopted U.S. Army tactical planning procedures, training management techniques, and noncommissioned officer educational systems. It also is eager to improve its peacekeeping operations capabilities and is working with the U.S. military in that area. The United States gave the Bangladesh Air Force four U.S. C-130 B transport aircraft in 2001 under the excess defense article (EDA) program. Police corruption remained a problem, and there were credible reports that police facilitated or were involved in trafficking in women and children (see Section 6.f.). In 2002, the Law Commission, an independent body, recommended amendments to Section 54 to curb police abuse. None of the recommendations had been adopted by the end of the year. In an effort to curb police abuses, the High Court April 7 issued a 15-point directive to amend the CrPC by mid-October. At year's end, this had not happened (see Section 1.d.). On August 21, a series of explosions at a rally in Dhaka, where AL president Sheikh Hasina was speaking, killed at least 20 persons, including the AL women's affairs secretary Ivy Rahman, and injured several hundred others. On August 22, the Government formed a judicial commission to investigate the incident, and on October 2, the commission submitted its report to the Government. Although the Government did not release the report, newspapers stated that the one-member inquiry commission hinted at the involvement of a foreign intelligence agency in masterminding the attack and executing it with internal assistance. ... In June 2001, in Baniarchar, Gopalganj District, a bomb exploded inside a Catholic church during Sunday Mass, killing 10 persons and injuring 20 others. The army arrived to investigate approximately 10 hours after the blast. Police detained various persons for questioning, but by the end of the period covered by this report, the police reported no progress on the case. A judicial commission was formed in December 2001 to investigate the Baniachar bombing. In September 2002, the commission submitted its report to the Government. The commission's final report blamed Sheikh Hasina and other AL party members for six of the seven bomb attacks that occurred in 1999, 2000, and 2001, including the June 2001 attack.
