Presidential Determination with Respect to Foreign Governments' Efforts Regarding Trafficking in Persons

Memorandum of Justification Consistent with the Trafficking Victims Protection Act of 2000, Regarding Determinations with Respect to "Tier 3" Countries The President has made determinations regarding the ten countries placed on Tier 3 of the State Department’s 2004 annual Trafficking in Persons Report. His determinations impose sanctions on Burma, Cuba, Equatorial Guinea, North Korea, Sudan and Venezuela. The United States will not provide funding for participation by officials or employees of the Governments of Burma, Cuba, North Korea, and Sudan in educational and cultural exchange programs until such a government complies with the Act’s minimum standards to combat trafficking or makes significant efforts to do so.
