With the abolition of the State Security Act, searches of private premises without warrants are illegal; the police now must obtain a search warrant from a judge to enter private premises. The State Security Act had allowed the Ministry of Interior to authorize entry into private premises without specific judicial intervention. Nonetheless, the Government occasionally continued to infringe on citizens' right to privacy, although such reports declined significantly during the year. "The U.S. intelligence community has received information, based on debriefings of a senior al Qaeda operative, of possible terrorist attacks timed to coincide with the anniversary of the September 11th attacks on the United States," Ashcroft said. "Information indicates that al Qaeda cells have been established in several South Asian countries in order to conduct car-bomb and other attacks on U.S. facilities. There were no major successful terrorist attacks in the Kingdom in 2002. Saudi authorities arrested a Sudanese and five Saudis for firing a missile at a US military aircraft taking off from a Saudi airbase, and they continued to investigate the incident. Riyadh was investigating a string of recent car bombings in the Kingdom but maintained that no firm ties to terrorism had been established. In late June, a British national died in a car-bomb explosion in Riyadh. Nine days later, Saudi police removed an explosive device from the car of a US resident in Riyadh. In September, a German national died in another similar car explosion in Riyadh. In addition to investigations of recent incidents, Saudi authorities continued to investigate past terrorist attacks, including the 1996 bombing of the Khobar Towers in which 19 US servicemen died. ...
