Bahrain is a monarchy which, in 2002 adopted a constitution that reinstated a legislative body with one elected chamber. The Al-Khalifa extended family has ruled the country since the late 18th century and continues to dominate all facets of society and government. The King, Sheikh Hamad Bin Isa Al-Khalifa, governs the country with the assistance of his uncle, the Prime Minister; his son, the Crown Prince; and an appointed cabinet of ministers. The King chairs the Higher Judicial Council. Members of the Al-Khalifa family hold 9 out of 24 cabinet positions, including all "strategic ministries." The partially elected National Assembly consists of an elected Council of Representatives and an appointed Shura Council. However, the courts have ruled against the Government in the past. Women’s magazines, mostly British, and hobby and sports magazines are found on many newsstands. These are expensive, so it is preferable to subscribe to magazines using the FPO mailing address. Weekly magazines arriving via FPO are normally only 1 or 2 weeks late. In January the "Emergency Matters Court" overturned the Information Ministry's October 2001 decision to ban the publications of Hafidh Al-Shaikh, a frequent columnist in local newspapers. The Information Ministry accused Al-Shaikh of fostering sectarian divisions in society, but Al-Shaikh and others claimed that an article he published in a Lebanese newspaper criticizing the country's Crown Prince was the reason for this banning. The Government owns and operates all radio and television stations. Radio and television broadcasts in Arabic and Farsi from neighboring countries and Egypt are received without interference. The Cable News Network (CNN) is available on a 24-hour basis by subscription, and the British Broadcasting Corporation (BBC) World News Service is carried on a local channel 24 hours a day, free of charge. During the year, the Government ceased jamming foreign broadcasts into the country (see Section 1.f.).
