The Bahrain School is an international school of about 393 pupils representing 50 nationalities for students in kindergarten through 12th grade. The school is operated by the Department of Defense Dependents Schools, Europe (DODDSEUR). In addition to a standard American curriculum, it offers the International Baccalaureate (IB) program that is recognized in more than 40 countries for university entrance. American colleges will generally give one year’s advance placement for IB diploma holders. The Secondary School meets the accreditation standards of the North Central Association of Colleges and Secondary Schools (NCA). Under DODDS regulations, children of U.S. military personnel are accorded priority in admission, while other students, including children of U.S. civilian agency personnel, are accepted on a space-available basis. Pillar Programs

The “Women as Political Leaders” International Visitor Program, organized by the Bureau of Educational and Cultural Affairs, was the first program implemented under the auspices of the U.S.-Middle East Partnership Initiative. The Program brought 49 elected and appointed officials, aspiring candidates, women's rights activists, civil society leaders and journalists to the United States to provide an in-depth look at U.S. electoral politics at the grassroots level. The program demonstrated organizational facets of political campaigns; examined the importance and methods of recruiting campaign volunteers; and explored effective public and media relations strategies. On April 27, the High Civil Court ordered the Ministry of Interior to pay BD 40,000 ($106,100) to the family of the 21-year old Bahraini man killed in a demonstration in April 2002. b. Disappearance There were no reports of politically motivated disappearances. c. Torture and Cruel, Inhuman, or Degrading Treatment or Punishment The Constitution prohibits torture and other cruel, inhuman, or degrading treatment or punishment. The first Gulf state to discover oil, Bahrain has worked to diversify its economy over the past decade. Bahrain has stabilized its oil production at about 40,000 barrels per day (b/d), and reserves are expected to last 10-15 years. Revenues from oil and natural gas currently account for 16.5% of GDP and provide about 60% of government income.  The Bahrain Oil Company refinery built in 1935, the first in the Gulf, has a capacity of about 250,000 b/d. Since 1980, 60% of the refinery has been owned by the Bahrain National Oil Company and 40% by the U.S. company Caltex. Saudi Arabia provides most of the crude for refinery operation via pipeline. Through an agreement with Saudi Arabia, Bahrain also receives a large portion of the net output and revenues from Saudi Arabia's Abu Saafa offshore oilfield. Bahrain is a monarchy which, in 2002 adopted a constitution that reinstated a legislative body with one elected chamber. The Al-Khalifa extended family has ruled the country since the late 18th century and continues to dominate all facets of society and government. The King, Sheikh Hamad Bin Isa Al-Khalifa, governs the country with the assistance of his uncle, the Prime Minister; his son, the Crown Prince; and an appointed cabinet of ministers. The King chairs the Higher Judicial Council. Members of the Al-Khalifa family hold 9 out of 24 cabinet positions, including all "strategic ministries." The partially elected National Assembly consists of an elected Council of Representatives and an appointed Shura Council. However, the courts have ruled against the Government in the past. Cyprus is a destination country for women trafficked from Eastern and Central Europe for the purpose of sexual exploitation. Traffickers who forced women into prostitution continued to fraudulently recruit victims for work as dancers in cabarets and nightclubs on short-term "artiste" visas, for work in pubs and bars on employment visas, or for illegal work on tourist or student visas. There was increasing evidence of Chinese women being trafficked for sexual exploitation in Cyprus. The Government of Cyprus does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Cyprus made some progress in its anti-trafficking efforts over the past year. The new police anti-trafficking unit produced successful results and showed vigilance in combating the problem.
