In October the judicial authorities closed down the National Institute for Research Studies and Opinion Polls, which found in a poll commissioned by the Parliament that approximately three quarters of the population supported dialogue with the U.S., and close to half approved of U.S. policy towards their country. According to press reports, Institute director Behrouz Geranpayeh was interrogated and held incommunicado for more than a month. Managing Director Hussein Qazian of the private Ayandeh polling institute that participated in the poll was also arrested. Namibia Namibia is not a regional financial center. In addition to its Central Bank, Namibia has four commercial banks. Of particular concern in Namibia is the smuggling of precious minerals and gems, the proceeds of which Namibian authorities think may be laundered through Namibian financial institutions. In November of 2004, Namibia criminalized money laundering with passage of the Prevention of Organized Crime Bill. The new law requires both bank and non-bank financial institutions to report suspicious transactions to the Central Bank and provide relevant documents and other information to government authorities for use in criminal investigations. Russia

The Government has restricted the activities of a number of foreign missionaries and of congregations associated with them.  There were reports that four foreign missionaries were being refused visas to return to the country.  The former pastor of the Vanino Baptist Church in the Khabarovsk region was banned from receiving a visa based on allegations that he violated customs regulations and evaded property taxes; however, it appears that local authorities violated their own regulations and refused to take necessary actions (such as providing a timely tax assessment), which would have enabled the pastor to comply with the law.  An official of the Church of Christ in Magadan also faced a criminal charge for failing to report $8,000 to customs officials, reportedly because he feared that the money would be stolen.  He was acquitted in December 1999, primarily because the investigation and prosecution were marred by serious violations of due process by local authorities ... Government officials at the highest level, and most law enforcement agencies, acknowledge that a trafficking problem exists. Law enforcement bodies take no specific measures to prevent the export of women for the purpose of sexual exploitation. The belief that women are aware of the risks involved but choose to go anyway is pervasive. Criminal prosecution generally follows cooperation with international law enforcement structures. The Ministry of the Interior (MVD) believes that the problem of trafficking in persons is primarily the responsibility of the Ministry of Foreign Affairs and consular services abroad. In October President Putin shifted all responsibility for migration and immigration issues to the MVD, including trafficking. Interior Minister Gryzlov established a commission to develop programs for addressing problems including trafficking.
