Money Laundering and Financial Crimes

Hungary (Primary). Hungary is vulnerable to money laundering for a variety of reasons, including rising crime rates, a strong presence of both domestic and foreign organized crime groups, and Hungary's role as a transit country for narcotics trafficking along the Balkan Route. Hungary also has strict personal data protection laws that significantly hinder the ability of Hungarian authorities to share information on money laundering and other criminal activities with their foreign counterparts. Major sources of criminal proceeds come from narcotics trafficking, smuggling, arms trafficking, auto theft, tax evasion, financial fraud, alien smuggling and racketeering. Hungary is also used as a location for the laundering of foreign criminal proceeds, especially those from countries of the former Soviet Union. Gabon Gabon is not a regional financial center. The Bank of Central African States (BEAC) supervises Gabon’s banking system. BEAC is a regional Central Bank that serves six countries of Central Africa. According to a 2003 letter from the Government of Gabon (GOG) to the UN Counter Terrorism Committee, in matters concerning suspicious financial transactions, banks are bound by the instructions of the Ministry of Economic and Financial Affairs. The Czech lands were the most industrialized part of Austria-Hungary and a key producer of consumer and industrial goods for the former Soviet bloc.  Today, the Czech Republic produces and exports automobiles, machinery, chemicals, and other goods, mainly to Western Europe.  A classic example of a small, open economy, the health of the Czech economy depends heavily on the state of the economies of Western Europe, especially Germany.  Because of economic weakness in Europe and the strength of the crown, GDP growth in 2002 was 2% and may not be much more in 2003. Austria’s population is 8.1 million; about 1.6 million live in Vienna. As opposed to the ethnic diversity of the old empire, the present-day population is fairly homogenous. Of the six officially recognized minorities, only 2 show significant numbers: about 17,000 Croatians in Burgenland and some 15,000 Slovenes in Carinthia and Styria. In addition, significant numbers of individuals of Serbian, Bosnian, Turkish, North African, and East European origin have recently settled in the country, residing mostly in Vienna. An estimated 40,000 Bosnian refugees are residing in Austria. Many Austrians, particularly in the Vienna area, have relatives in the neighboring Czech Republic, Slovakia, and Hungary. The IOM, working with other NGOs, continued a program funded by the Government and foreign donors to raise awareness of the problem of trafficking and to educate potential victims. Women's rights organizations, the IOM, the Crime Prevention Section of the National Police, and the Ministry of Youth and Sports Affairs conducted preventive programs for teenagers in schools.
