All this does not mean we should spurn the many individual Iraqi veterans willing to serve the new Iraq. On the contrary, they have been welcomed and even actively recruited. About 60 percent of the privates in the New Iraqi Army, and virtually all the officers and NCOs, have military experience. Other new security forces, such as the Iraqi Civil Defense Corps and the Facilities Protection Service, have taken in many thousands of former soldiers. Only those who served in Hussein's inner circles of security and control forces, or who reached the top four ranks of the Baath Party (about 8,000 out of nearly a quarter-million officers and NCOs in the old army) are ineligible to join the New Iraqi Army and other security forces. In accordance with Army policy, all allegations involving general officers are investigated by the Army Inspector General. In the case of Colonel Warren, allegations were investigated by the Army's Judge Advocate General. All senior officers mentioned derogatorily, in any of the previous reports, were formally investigated. Each allegation considered by Army investigators was evaluated against an established standard in the Uniform Code of Military Justice (UCMJ) or in Army Regulation. The Army Inspector General is the Army's independent investigative authority and reports directly to the Secretary of the Army. "Completion of the VX land mine campaign, the last of the Johnston Island chemical weapons stockpile, paves the way for the Army to close its doors at JACADS," said James Bacon, the Army's program manager for Chemical Demilitarization (PMCD). "JACADS is a model of safe and successful operations for the Army's eight other disposal sites, as well as for other countries that are looking to safely destroy their stockpiles of chemical weapons." ... After a review in 2000 of Australia's future defense needs, the government made a commitment to increase defense spending by an average of 3% a year for the next 10 years. The Australian Defense Force numbers about 52,000 active duty personnel. The Royal Australian Navy's front-line fleet currently includes 12 frigates, including 6 of the Perry class and 6 Australian-built ANZAC class, with 2 more to be delivered by 2006. The last of six submarines of the new, indigenous Collins class was commissioned in March 2003.
