Department of State Washington File: Text: Immigration Service Clarifies Policy on Illegal Migrants Arriving by Sea Therefore, we are publishing in the Federal Register a notification that from the date of publication forward, all individuals who arrive illegally by sea will be placed in expedited removal proceedings and during their legal process will remain in detention at the discretion of the Immigration and Naturalization Service and Department of Justice. The decision announced today is not a change in policy but a continuation of recent policies and the activation of pre-existing authority. While expedited removal will be applied from today forward, our policy of deterring mass migration has led us to seek the continued detention of the migrants arriving on the October 29 vessel as well. The U.S. seeks to fulfill this duty partly through maintaining a generous refugee resettlement program, and by continuing to make asylum available to those who need it. Collectively, donor countries must provide the UN High Commissioner for Refugees (UNHCR) with the resources necessary to ensure that these refugee protection principles are carried out. Migration management has become a high priority issue for many countries, including the United States, because it touches on national and regional security. Department of State Washington File: Text: Nations Must Manage Migration, U.S. Official Says In order to prevent the victimization of persons through trafficking and to ensure the safety and security of all migrants, as well as of the nationals in host countries, migration management is critical. Effective migration management occurs at several levels -- national, bilateral, and regional. Comprehensive national migration policies involve supporting legal migration, including for work, education and family reunion. These policies also involve preventing entry to those that seek to do harm in their intending country of destination and reducing the incidence of irregular migration, which can make the migrant vulnerable to exploitation and harm. Effective migration policies requires not only having secure borders and clear immigration policies, but also having policies and action at the border to protect those who may be victims of trafficking, in need of international refugee protection, or otherwise vulnerable.
