The GOM has a well-developed regulatory framework, including licensing and background checks to oversee onshore financial institutions. In 1993, the Bank Negara Malaysia (BNM), the Malaysian central bank, issued "Guidelines on Money Laundering" and "Know Your Customer Policy" to educate financial institutions on money laundering issues in 1989. These guidelines were further revised in December 1993 in compliance with the Financial Action Task Force (FATF) 40 Recommendations through the requirement of customer identification and verification, financial record keeping and mandatory reporting of suspicious activity.
