2004 Country Report on Human Rights Practices in Belarus

The Constitution provides for freedom of religion; however, the Government restricted this right in practice. Although the Constitution affirms the equality of religions and denominations before the law, it also contains restrictive language that stipulates that cooperation between the state and religious organizations "is regulated with regard for their influence on the formation of spiritual, cultural, and country traditions of the Belarusian people." Students from Greenwich Central High School will get Azeri language lessons from 10th and 11th graders at School #13 in Mingechevir, Azerbaijan. This real-time Internet chat will involve 10 students from each school. The Azeri "teachers" will utilize chat software, sound files, Azeri-language websites and web microphones to introduce U.S. Students to the written and spoken forms of these words and phrases. The Academy for Educational Development, through its U.S./Brasil Learning Technologies Network (LTNet) project, is collaborating with the U.S. Embassy in Brazil, and the Ministry of Education's ProInfo program, to organize an event for U.S. and Brazilian teachers and students to celebrate IEW. Representatives of the U.S. Embassy and Ministry of Education are organizing with Brasilian schools ten teams of three students and one teacher to participate in a virtual exchange activity. In the U.S., Eric Rusten, the director of LTNet, is collaborating with staff from I*EARN USA, the D.D.-Brasilia Chapter and the Nebraska Committee of the Partners of the Americas, to identify ten U.S. Schools to form teams and collaborate with the Brazilian teachers and students.
