EN5007 -- ARCTIC ENVIRONMENT CHANGES CAUSE SWINGS IN GLOBAL WEATHER Arctic Critical "Collection Bed" for World's Excess Energy, NASA Says. (Washington File, 25 January 2005, 7 pages) ...

Significant changes in the Arctic environment, especially those over the past decade, could lead to dramatic swings in weather and climate patterns across the rest of the globe, with potentially far-reaching consequences for ecosystems and human populations. According to a January 24 NASA press release, ground-based surface temperature data show that the rate of warming in the Arctic from 1981 to 2001 is eight times greater than the rate of Arctic warming over the last 100 years. Arctic spring, summer and autumn have each warmed, lengthening the seasons when sea ice melts from 10 to 17 days per decade. ... [Read More]

In 2001, CADA (the Ministry of Interior mapping and measuring agency) began mapping opium poppy cultivation to determine the extent of the problem. Because of weather and terrain problems, additional resources and technology will be required to pinpoint cultivation areas. CADA had also begun to survey farms in the Huallaga Valley to collect agricultural and socioeconomic information to assist the GOP in negotiating additional coca reductions. ...

The DIRAN Air Service also began taking strides toward building up its forward operating bases around the country, with the goal of decentralizing its operations and creating a more efficient and flexible response to counternarcotics mission needs. With assistance from the United States, planning has continued apace for the construction of infrastructure at several bases around Colombia. In November, the DIRAN named commanders for the new bases. The United States will install an instrument landing system at two forward bases and a precision approach path indicator at another; these systems will assist DIRAN and armed forces pilots in landing aircraft under difficult weather conditions. In addition, the United States is building a modern fixed-wing hangar at the DIRAN Air Service’s El Dorado Base in Bogotá. ... [Read More]

Paraguay (09/04)

Paraguay has a predominantly agricultural economy, with a struggling commercial sector. There is a large subsistence sector, including sizable urban unemployment and underemployment, and a large underground re-export sector. The country has vast hydroelectric resources, including the world's largest hydroelectric generation facility built and operated jointly with Brazil (Itaipú Dam), but it lacks significant mineral or petroleum resources. The government welcomes foreign investment in principle and accords national treatment to foreign investors, but widespread corruption is a deterrent. The economy is dependent on exports of soybeans, cotton, grains, cattle, timber, and sugar; electricity generation, and to a decreasing degree on re-exporting to Brazil and Argentina products made elsewhere. It is, therefore, vulnerable to the vagaries of weather and to the fortunes of the Argentine and Brazilian economies. ... [Read More]

Department of State Washington File: Text: Greater Heat, More Hurricanes Stir 2003 Weather

Sharp U.S. weather contrasts and hotter global temperatures are the hallmarks of 2003 weather, the National Oceanic and Atmospheric Administration (NOAA) reports. Drawing upon the world's largest storehouse of climatic data, NOAA scientists say that 2003 will turn out to be Earth's third warmest year on record. ...

In a December 16 report providing an overview on U.S. and international weather conditions for the year, NOAA said that 2003 was an above average year for hurricanes. Seven tropical storms grew up to be hurricanes in the 2003 season, contrasted with an annual average of five to six killer storms. ... [Read More]

The data is compiled and mapped and then sentback to the students via the Internet. The GLOBE Program is a valuable learningexercise for students and is an important source of environmental informationfor scientists. Argentina was an original participantin the international GLOBE agreement. ... US Department Of State Post Report

Woolen suits, dresses, pants, blouses, and sweaters are basics for Argentine winter wardrobes. Readymade woolen and knit clothing can be found locally in sophisticated styles.  Raincoats and coats are necessary, although winter weather is less severe than in Washington, D.C. Lightweight summer clothing is recommended for the warm, humid months. Local cotton fabrics are available, but drip-dry fabrics are seldom found. Tall and large sizes are virtually nonexistent. Most personnel purchase clothing from U.S. catalogs or while visiting the U.S. ... [Read More]
