Uruguay has free public education from kindergarten through university. Many private and parochial schools also exist. Instruction is in Spanish. Private schools that do not provide instruction in Spanish must offer it as a second language. The local school year runs from March to mid-December, with a midterm vacation in June/July and a spring vacation in September. Montevideo's public schools, some of which offer good education and excellent facilities, are generally overcrowded and work on two or three shifts, 5-6 days a week. Almost all children of U.S. personnel attend Uruguayan American School in Carrasco. It is supported by the State Department. The private British and St. Andrew's Schools also offer instruction in English. ... [Read More]

NGOs and church sources indicated that child abuse and prostitution increased, although no corroborating statistics were available. A 2000 UNICEF report stated that sexual exploitation of children was widespread due to police inefficiency and lack of judicial intervention. The children involved usually worked in the same institutions as adults. The National Council for Childhood, Adolescence, and the Family has developed an Action Plan, together with the Attorney General, the Ministry of Justice, Security and Human Rights, the National Council of Women, and UNICEF, on the elimination of child prostitution. The country's economic crisis disproportionately affected children. Almost 3 out of 4 children under age 12 lived under the official poverty line. Nearly 40 percent of children were considered indigent, as their families did not earn enough to meet their basic food necessities. According to the Center for Studies on Infant Nutrition, malnutrition ... [Read More]

Mar del Plata, about 250 miles southeast of Buenos Aires, is the principal seaside resort in Argentina and is 30 minutes by plane or 4 hours by car. An important city and seaport, it has magnificent residences, parks, wide beaches, hotels, restaurants, shops of all kinds, and a huge, luxurious casino. A smaller casino is attached to the famous Hotel Provincial, one of the city’s best. Mar del Plata is one of Argentina’s most popular vacation spots, and the atmosphere is similar to that of Atlantic City. Several smaller seaside resorts near Mar del Plata include Pinamar, more expensive and exclusive, with more private homes than hotels; and Miramar, called the “City of Children,” which attracts many American visitors. Attractive beaches in the Rio de la Plata area are found at Punta del Este near Montevideo, a ferry trip from Buenos Aires or 35 minutes by air.  ... [Read More]
