E) South America Law Enforcement Efforts. Argentina has many federal and provincial police forces involved in the counternarcotics effort. The primary federal forces involved are the Federal Police (who also have jurisdiction for crimes committed in or connected to the city of Buenos Aires), the Gendarmeria Nacional (border police), the National Customs Service, the National Air Police, and the National Coast Guard. The provincial police forces of Buenos Aires, Salta, and Jujuy are also very involved in the counternarcotics campaign. All of Argentina’s security forces face severe counternarcotics budget limitations which have hampered investment in training and equipment. Also, a lack of coordination between the many, and at times competing, law enforcement organizations continues to lessen GOA effectiveness. The GOA recognizes this problem and has taken some steps to try to alleviate it. ... [Read More]

Argentina Groups of unemployed and underemployed workers around the country frequently used roadblocks as acts of protest. Hundreds of small incidents took place, with groups of activists blocking roads and highways. Some of these roadblocks were spontaneous actions by groups demanding continuation of federal and provincial unemployment payments and job subsidy programs that were expiring. Others were organized by radical labor and social groups such as the Classicist Combative Movement. While most roadblocks were resolved by negotiated settlements, usually including promises of extended unemployment programs, a number ended in confrontations between the police and strikers. In May the provincial and border police in Salta province used force to disperse truckers at roadblocks, who were protesting the withdrawal of government funds from a job subsidy program. Several protesters and police officers were injured after the authorities used rubber bullets and tear ... [Read More]

Argentina Argentina is a federal constitutional democracy with an executive branch headed by an elected president, a bicameral legislature, and a separate judiciary. In 1999 voters elected President Fernando de la Rua in generally free and fair elections. After protests in December 2001, de la Rua resigned and was succeeded briefly by three interim presidents before the Legislative Assembly elected Eduardo Duhalde to serve out the remainder of the de la Rua term. The Constitution provides for an independent judiciary, but judges and judicial staff were inefficient and at times subject to political influence. The President is the constitutional commander-in-chief, and a civilian Defense Minister oversees the armed forces. Several agencies share responsibility for maintaining law and order. The Federal Police (PFA) report to the Ministry of Justice, Security, and Human Rights, as do the Border Police (" ... [Read More]
