It is an honor and a pleasure to be heretonight to speak before such a august body of businessmen and journalists. One week from today I will have served as the U.S. Ambassador in Argentinafor a year.  In this year, I have learned so much about a countryand its people.  Your culture is distinctly impressive -- yet ourtwo countries have very much in common.  What we have in common isenshrined in our history as countries settled by immigrants looking fora better life, our forefathers’ ability to assimilate old traditions withnew ones, commitment to building democracies grounded in republican principlesand the role of free enterprise in shaping our economies. ... The Constitution recognizes the ethnic and cultural identities of indigenous people and states that Congress shall protect their right to bilingual education, recognize their communities and the communal ownership of their ancestral lands, and allow for their participation in the management of their natural resources.  However, in practice, indigenous people do not participate in the management of their lands or natural resources.  The National Institute of Indigenous Affairs (INAI) is the government agency responsible for implementing these provisions. ... The trial of 15 Buenos Aires provincial police and 5 civilians charged as local accessories in the 1994 bombing of the AMIA Jewish community center, in which 85 people were killed, is expected to end in August or September. In December 2003, the three-judge panel presiding over the trial recused the investigating judge over concerns he could no longer be impartial, when it was discovered that suspect Carlos Telledin received an unrecorded government payment at about the same time that he provided testimony incriminating provincial police. Two of the four prosecutors were recused in April based on similar concerns. ... [Read More]

Department of State Washington File: Text: Treasury Secretary Supports Argentine Efforts for IMF Agreement

SEC. O'NEILL: Yes, I would. Let me say more about this. I believe that Argentina and Brazil and, in fact, our hemisphere can be -- and should try to be -- the ideal that the rest of the world try to keep up with. And if you look at the map, let's say 100 years in our hemisphere -- and you see a realization of economic progress and attainment of a life of dignity and respect for hundreds of millions of people that I believe can be shared by everyone in our hemisphere and, in fact, by everyone on the planet. But I think that we should -- at the moment -- we should concentrate on seeing this realization for all the people in our hemisphere. But I think that, if the fundamental belief (garbled) that people everywhere in the world have a basic, inherent capability to succeed at a very high level. But I think the realization of this attainment is clearly related to a system of social stability that gives people the comfort that, if they make an investment, that it would be treated wel ... The Downtown Newcomers Club and International Suburban Newcomers Clubs offer social gatherings of English speaking people — mostly women, but some men as well.  Each group has subgroups for various interests.  These groups are a great way to meet people and begin the networking process.  Some people attend these groups for their entire stay at post.  CLO has an extensive list of other clubs and current telephone numbers. Official Functions Nature of FunctionsLast Updated:  11/17/2003 3:25 PM  ... V. Country Narratives -- Countries A through G

The Peoples’ Republic of China is a source, transit, and destination country for men, women, and children trafficked for the purposes of forced labor and sexual exploitation. A significant number of Chinese women and children are trafficked internally for forced marriage and forced labor. Chinese women are at times lured abroad with false promises of legitimate employment and then trafficked for commercial sexual exploitation to destinations throughout Asia, the Middle East, Africa, Europe, and North America, while Chinese men have been trafficked for forced labor to Europe, South America, and the Middle East. A large number of Chinese men and women are smuggled abroad at enormous personal financial cost and, upon arrival in the destination country, are subjected to commercial sexual exploitation or other forms of exploitative labor to repay their debts. They often face exploitative conditions that meet t ... [Read More]

NGOs and church sources indicated that child abuse and prostitution increased, although no corroborating statistics were available. A 2000 UNICEF report stated that sexual exploitation of children was widespread due to police inefficiency and lack of judicial intervention. The children involved usually worked in the same institutions as adults. The National Council for Childhood, Adolescence, and the Family has developed an Action Plan, together with the Attorney General, the Ministry of Justice, Security and Human Rights, the National Council of Women, and UNICEF, on the elimination of child prostitution. The country's economic crisis disproportionately affected children. Almost 3 out of 4 children under age 12 lived under the official poverty line. Nearly 40 percent of children were considered indigent, as their families did not earn enough to meet their basic food necessities. According to the Center for Studies on Infant Nutrition, malnutrition ... [Read More]
