Tourism operators coordinate formally and regularly with Nigerien government and security officials on issues related to tourist safety and security in the North. Thus, it is strongly recommended tourists use registered tour operators when traveling to Northern Niger. Names of such tour operators for Northern Niger can be obtained from the tourism association in Agadez. Global positioning systems and satellite phones are also recommended. Small Grants Oman - (Political/Education) - Student Horizons: Student Councils and Civil Society in Oman - This grant will fund Student Horizons, a leadership exchange program for the Modern College of Business and Science Student Council, the first elected student council in Oman. This program will encourage the development of representative student participation in universities in Oman and the Arab world by funding a civic education American university study tour for the elected student council. Upon completion of their study tour, students will create a curriculum on leadership development and student council formation for use by other universities in the region. Public Affairs Mepi Program In Tunisia, although there are many IT firms, there is no specialized graduate-level training in technology management. As a result, there is a critical shortage of managers for technology development projects. To address this shortage, the U.S. Embassy in Tunisia is fostering a partnership between IHEC, Ecole Polytechnique (EP) and Rensselaer Polytechnic Institute (RPI) in the management of technology. The first part of this project consisted of consultations in the United States where representative from IHEC and EP met with faculty and administrators at three U.S. universities specializing in the management of technology. After discussions and evaluations of the curriculums and advantages of each institution, the delegates chose RPI. Country Narratives -- Countries A through G France is a destination country for women trafficked for the purposes of sexual exploitation and involuntary domestic servitude, primarily from Eastern and Central Europe and Africa. The number of Chinese women trafficked to France for sexual exploitation increased in 2004. The government estimates that there are 10,000 to 12,000 trafficking victims in France, 3,000-8,000 of whom are children forced into prostitution and labor. Nigerian trafficking networks continued to expand their activities in France. Trafficking of Brazilian women and girls for sexual exploitation to French Guiana — a French possession — remained a serious problem. The Government of France fully complies with the minimum standards for the elimination of trafficking.
