United States Humanitarian Demining Programs in Europe

The U.S. Government’s Humanitarian Demining Program seeks to relieve human suffering while promoting U.S. interests. The Program’s objectives are to establish and support sustainable indigenous demining programs, reduce civilian casualties, create conditions for the return of refugees and displaced persons to their homes, reinforce an affected country’s stability, and encourage international cooperation and participation. The Program seeks to accomplish these objectives by helping to establish and support sustainable indigenous mine action capabilities in mine-affected nations. Since FY 1993, the United States has committed almost $500 million to global mine action initiatives, including research and development. Out of the 26 countries in Europe reported to have landmine problems, the United States is providing assistance to nine of those countries and the province of Kosovo. These countries are Albania, Armenia, Azerbaijan, Bosnia-Herzegov ... [Read More]

The law provides for the right to 9 years of free education and also authorizes private schools. School attendance was mandatory through the ninth grade (or until age 16, whichever came first); however, in practice, many children left school earlier than allowed by law in order to work with their families, especially in rural areas (see Section 6.d). Parents had to pay for supplies, books, school materials, and space heaters for some classrooms, which was prohibitively expensive for many families. The lack of proper documents--many of which were lost due to internal migration--prevented many students from attending school (see Section 2.d.). The CRCA estimated that only 62 percent of girls who finished primary schools continued on to high school; the percentage was significantly higher for boys, but figures were not available at year's end. According to UNICEF, the primary school attendance rate for all children ages 7 to 14 years was 90 percent. The net primary school enrollment rate ... [Read More]

Fulbright Gallery : The Artist and His Fulbright Experience

The country had only recently opened up to western visitors and many people told their stories with an openness and immediacy that was deeply moving and, at times, startling. I have exhibited the photographs from Albania in numerous galleries and museums. In 1997 the University of Massachusetts Press published our book Long Life to Your Children! A portrait of High Albania. Because we lived with Albanian families during our entire stay, we were quickly immersed in Albanian culture, customs, and life. Not only did we become very close to our primary host family during the Fulbright period, we became lifelong friends. In fact, we hosted the two now teenage children last fall and they attended the local high school for a semester. ... [Read More]

The Government did not restrict access to the Internet; however, less than 1 percent of the population had access to the Internet because it was too expensive. The Government did not restrict academic freedom. b. Freedom of Peaceful Assembly and Association The Constitution provides for freedom of assembly, and the Government generally respected this right in practice. The law requires organizers to notify police about gatherings in public places, and the police may refuse to permit them for reasons such as security and traffic; however, there were no reports that such denials were made arbitrarily. On May 15 and 26, former political prisoners and victims of political persecution staged a formal protest on Tirana's main boulevard, se ... [Read More]

However, in practice many children left school earlier than allowed by law in order to work with their families, especially in rural areas (see Section 6.d.). According to a Save the Children 2000 report, in some rural areas approximately 90 percent of adolescent girls dropped out of secondary school. The lack of proper documents--many of which have been lost due to internal migration--prevented many students from attending school (see Section 2.d.). The State Committee on Women and Children is responsible for children's issues; however, it was underfunded and lacked political influence. According to 2000 statistics issued by the Ministry of Public Order and the Commission for Reconciliation of Blood Feuds, as many as 400 children remained endangered by blood feuds involving their families ...
