Country Report on Human Rights Practices in Albania

Conditions inside the prisons and detention centers remained poor, despite government efforts to address problems such as poor facilities and overcrowding as well as efforts to transfer convicted inmates from detention centers to prisons. According to the European Union's Judicial Reform, Asylum and Migration Operations Section, detainees had limited access to bathroom and showering facilities, and insufficient food; in some cases, space and privacy limitations kept them from engaging in religious practices. Access to employment opportunities for prisoners did not exist. The prison staff was poorly trained. During the year, prisoners and detainees rioted in Vlora, Lezha and Lac and held hunger strikes in pretrial detention centers in Elbasan, Corovoda, Korca, Malesia e Madhe and in prisons in Tirana and Burrel to protest poor living conditions, slowness of prisoner transfers from pretrial detention cells to prison facilities and the absence of prison employment. US Department Of State Post Report

Although a large number of food and consumer items are available, supplies can still be erratic.  Personnel assigned to Albania are urged to use their consumable allowance (in two shipments because storage space is limited), and to put some food items (particularly for infants) in their airfreight.  It is possible to place food orders with the Danish firm of Peter Justesen; however, Justesen’s prices tend to run considerably higher than U.S. prices.  It is also possible to order consumable shipments through the Giant Supermarket chain in the Washington, D.C. area.  At present, security conditions prevent driving across country to Greece and FYROM for shopping.  Post personnel have access to military commissary facilities in Europe, but the closest one is in Naples, Italy and requires a long and expensive ferry and driving trip to get there.  The Embassy does not have a commissary. France is a destination country for women trafficked for the purposes of sexual exploitation and involuntary domestic servitude, primarily from Eastern and Central Europe and Africa. The number of Chinese women trafficked to France for sexual exploitation increased in 2004. The government estimates that there are 10,000 to 12,000 trafficking victims in France, 3,000-8,000 of whom are children forced into prostitution and labor. Nigerian trafficking networks continued to expand their activities in France. Trafficking of Brazilian women and girls for sexual exploitation to French Guiana — a French possession — remained a serious problem. The Government of France fully complies with the minimum standards for the elimination of trafficking. In 2003, Albania and the U.S. signed and ratified a number of agreements, including a treaty on the Prevention of Proliferation of Weapons of Mass Destruction and the Promotion of Defense and Military Relations; the Adriatic Charter; and an Agreement regarding the non-surrender of persons to the International Criminal Court. The U.S. strongly supports Albania's EU and NATO membership goals. Working towards NATO membership, the U.S. and Albania signed a Supplementary Agreement to the Partnership for Peace Status of Forces Agreement, an important step in strengthening bilateral cooperation and enhancing security, peace, and stability in the region.
