The government assists victims with a full range of social and health care services, and temporary residence is available on an individual basis. It provides funding to UK and foreign victim-assistance NGOs. The government established a pilot project to support victims of trafficking through cooperation with a specialized domestic violence NGO. Victims who wish to return home or who are not authorized to remain are provided reintegration assistance, including initial counseling, suitable accommodation and support in reintegration into their own community. The police issued standard operating procedures to prevent the intimidation and harassment of witnesses. The Home Office prepared specific guidance for officials who may encounter trafficking to understand the difference between trafficking victims and illegal migrants. The Nationality, Immigration, and Asylum Act of 2002 reformed the asylum system by establishing a system of induction, accommodation, and removal centers to expedite the process and reduce abuses (see Sections 1.c. and 1.d.). NGOs have criticized the Act for its provisions to educate children of asylum seekers in accommodation centers rather than in local schools. The Government dispersed detainees throughout the country, in housing estates or government facilities. As of June 28, 1,230 asylum seekers were in reception or removal centers, and 125 were in prison establishments where they were held separately from convicted prisoners and those awaiting trial. ... The United States has supported UNMIK, the Kosovo Government, and NGOs, in the development of the Kosovo anti-trafficking Action Plan, as well as standard operating procedures for victim assistance. The United States funds efforts by the NGO Hope and Homes for Children to implement the Action Plan's goal of providing accommodation and support services to child trafficking victims. Through U.S. funding, six Kosovars participated in two anti-TIP programs in the United States, meeting law enforcement and border security officials, learning about programs to reintegrate victims into society, and talking to federal policy makers about U.S. anti-TIP programs overseas. United States representatives keep in direct contact with local authorities on the nature and extent of trafficking in Kosovo. ... [Read More]

USIS Washington File: TRANSCRIPT: NATO BRIEFING ON "OPERATION ALLIED FORCE" APRIL 15

Following the reconnaissance mission by ASELF in Albania, we have reduced the number of forces in Allied Harbour from the originally planned 8,700 to 7,300. This force will be divided into three essential task groups: the first will be responsible for shelter, forward relief reception, the support of refugees, because the basic requirement in Albania is to bring more refugees out of fairly appalling accommodation into better tented accommodation in new refugee camps; the second task force will deal with the distribution and logistics of supplies and will secure lines of communication; and the third task force will be responsible for direct support for the international humanitarian organisations, particularly storing their supplies. ...
