Department of State Washington File: Transcript: Bush Pledges Multifaceted U.S. Support for Afghanistan

PRESIDENT BUSH:  Steve, I have made my position very clear, and that is my job is to pick people who will interpret the Constitution, not use the bench from which to write law.  That's what I campaigned on.  I said, if I'm the President, I will pick people who do that.  I said, I'll pick people who are -- will bring great credit to the bench.  And that's exactly what I've done, consistent with judicial philosophy in my picks, as well as the character of the people I pick.  And I expect them to get an up or down vote.  That's what I expect.  And I think the American people expect that, as well.  People ought to have a fair hearing and they ought to get an up or down vote on the floor. ... Afghanistan

In July, HRW released a report titled "Killing You is a Very Easy Thing for Us" which described numerous cases of local militia arresting, beating, and holding people for ransom, especially in the southeastern part of the country. The report cited a case in early April in which a resident of Jalalabad reported that local police beat his cousin while in custody. The resident said his cousin was "brought to Darunta Dam [a hydro-electric dam on the western side of Jalalabad], and he told us that they held him over the side of the dam by his feet and threatened him to make him sign a paper admitting that he had committed a crime." In August, a Ministry of Interior investigation into disappearances in Herat found signs of recent torture with electric cables on the feet, legs, and ears of some prisoners. ... [Read More]

Nomination to be Ambassador to the Islamic Republic of Afghanistan

One lesson that I would take with me from Baghdad is the decisive importance of working closely with local leaders, of consulting with them, listening to them and empowering them. If confirmed, I would look forward to working closely with President Karzai, a visionary leader with a clear mandate to lead his people toward a brighter future as a constitutional democracy. I would also take with me a deep appreciation for the sacrifices and skills of the American men and women serving on the front lines – both in and out of uniform – and I would make it a priority to ensure that they receive all the support they deserve. Thirdly, I would take with me an appreciation of the importance of teamwork – with military and civilian branches of the Administration working seamlessly and in regular consultation with the Congress. Above all, I pledge that I will do all in my power to keep the people in my charge safe and their morale high. ... [Read More]
