Construction of Road from Kabul to Kandahar in Afghanistan

The once-torturous but now reconstructed road between Kabul and the southern city of Kandahar was formally completed December 16, 2003 in a ribbon-cutting ceremony presided over by Afghan President Hamid Karzai. President Bush promised Karzai that the road would be completed on time. As promised, the road was opened on time and the ceremony coincided with Afghanistan opening its constitutional Assembly, the Loya Jerga, The resurfacing reduced travel time on its 300-mile distance from as much as 30 hours to 6 or less and is the most visible sign of America’s post-war reconstruction. U.S.-Afghan Women's Council

In an address at the Women's Teacher in Training Institute in Kabul, Afghanistan on March 30, Mrs. Bush noted "the incredible progress that has been made by the people of Afghanistan over these past four years.... The United States Government is wholeheartedly committed to the full participation of women in all aspects of Afghan society, not just in Kabul, but in every province." [ full text] ...

The Council's sixth meeting was held in Kabul, Afghanistan at the Ministry of Foreign Affairs on March 29. Council members and American and Afghan special guests discussed economic participation; legal/judicial issues; political participation and the parliamentary election; education/literacy; and access to health care. In conjunction with the USAWC delegation visit, First Lady Laura Bush made a special trip to Kabul. She met with teachers, students, aspiring entrepreneurs who were USAWC Artemis grantees, and the Women's Conservation Corps. The First Lady announced U.S. funding for a new American University and an International School. But in May 1992, Rabbani prematurely formed the leadership council, undermining Mojaddedi's fragile authority. In June, Mojaddedi surrendered power to the Leadership Council, which then elected Rabbani as President. Nonetheless, heavy fighting broke out in August 1992 in Kabul between forces loyal to President Rabbani and rival factions, particularly those who supported Gulbuddin Hekmatyar's Hezb-i-Islami. After Rabbani extended his tenure in December 1992, fighting in the capital flared up in January and February 1993. The Islamabad Accord, signed in March 1993, which appointed Hekmatyar as Prime Minister, failed to have a lasting effect. A follow-up agreement, the Jalalabad Accord, called for the militias to be disarmed but was never fully implemented. Through 1993, Hekmatyar's Hezb-i-Islami forces, allied with the Shi'a Hezb-i-Wahdat militia, clashed intermittently with Rabbani and Masood's Jamiat forces.
