Reconstruction and Rebuilding Efforts in Afghanistan

And I think this woman is -- works for one of the aid agencies, but it's -- I haven't got a clear readout on exactly who she is, but I thought it was an appropriate picture to end it. ...

This is a picture of the United Nations Mine Action Center, which has been around for years. It's the largest employer, sadly, in Afghanistan. The most effective UN de-mining operation in the world is in Afghanistan. The State Department is the primarily funder of that but AID put, just recently, $2 million in to have them de-mine the road that we're building from Kabul to Kandahar to Herat because, of course, we can't rebuild the road if there are mines in it. Differences in timelines for implementation, fluctuating exchange rates, varied definitions of basic terminology (obligate, allocate, commit, disburse), subjective valuations attached to in-kind donations or infrastructure projects, and inconsistent reporting all make obtaining precise figures difficult. Nonetheless, overall trends are clear. ... [Read More]

Department of State Washington File: Fact Sheet: UN Agency Develops Operating Plan for Afghanistan

The U.N. Office for the Coordination of Humanitarian Affairs (UNOCHA) has developed a 30-day Operational Emergency Assistance Plan to enhance NGO [nongovernmental organization] and U.N. agency planning for humanitarian operations in Afghanistan as well as assistance to Afghan refugees. The plan is designed to create a complete picture of estimated needs inside Afghanistan; a complete picture of which organizations are operating in what areas and sectors; an accountability tool for monitoring performance and achievements; and a mechanism for identifying which areas are inaccessible and why. The plan will be implemented on a 30-day rolling basis, with the first period spanning November 12 through December 12, 2001. ... [Read More]
