Veteran Outreach Centers The Vet Center Program was established byCongress in 1979 out of the recognition that a significant number of VietnamEra Veterans were experiencing readjustment problems.  Vet Centers are community based and part of the Department ofVeterans Affairs.  In April 1991, inresponse to the Persian Gulf War, Congress extended the eligibility to veteranswho served during other periods of armed hostilities after the VietnamEra.  Those other periods of armedhostilities are identified as Lebanon, Grenada, Panama, Persian Gulf,  Somalia, Haiti, and Bosnia.  The goal of the Vet Center program is toprovide a broad range of counseling, outreach, and referral services toeligible veterans and their families in order to help them make a satisfactorypost-war readjustment to civilian life. ...
