NIOSH FACE Program: Wyoming Case Report 93WY011 | CDC/NIOSH
Through a reciprocal notification agreement with the Director of the Occupational Safety and Health Division of the Department of Employment, the WY-Wyoming FACE Project was notified on June 2, 1993 that a worker had died from an apparent heart attack. Investigators from OSHA would not conduct an investigation as it appeared to be from medical causes unrelated to OSHA's jurisdictional authority. The WY-Wyoming FACE Program became aware of this incident from a radio news story on the afternoon of its occurrence. Newspaper articles and electronic media coverage the next day confirmed the early findings and verified that the incident was occupational. At that point, the Project Coordinator initiated requests for reports from hospital, ambulance, coroner, and law enforcement officials, and travelled to the location for an on-site investigation. Evidence at the scene and reports from investigators show that the vehicles impacted with the front left bumper of the pickup protruding into the left front quarter panel of the victim's sedan. On impact, the rear of the victim's car rotated into the right front of the pickup and both vehicles came to rest in the southwest lane of travel. Larry Smith was born in Central Lake, Michigan, in 1940. He graduated from the University of Michigan with a degree in English in 1962 and began his newspaper career on The Wyoming Eagle in Cheyenne. He subsequently worked as a reporter and editor with five newspapers, including The New York Daily News and The New York Times . He joined Parade Magazine in 1981, serving as Managing Editor there for 19 years. His novel, The Original , was published by in 1972. A stark tale of rural tragedy, it received excellent reviews and was favorably compared to Steinbeck’s East of Eden. Smith has written a number of articles for Parade , including interviews with President Violetta Chamorro of Nicaragua and Carlos Salinas of Mexico. His July 4, 2000, interview with nine Medal of Honor recipients led to his oral history, Beyond Glory, Medal of Honor Heroes in Their Own Words (2002). This incident could have been prevented by having two persons enter the building together to open the store for business. Since the only weapon available to the assailant was a close-range weapon a second person at the scene could have posed added threat to keep the assailant from attacking or, at the least, been available to call for emergency assistance if the attack was made. Newspaper accounts indicate that the victim was stabbed up to three hours prior to discovery of the incident. Businesses with a potential for robbery or assault should provide at least introductory, and preferably periodic, training to employees on how to handle confrontation with robbers. While the probability of being robbed is not as frequent as other aspects of work, it carries extreme risk. For the protection of employees, such businesses would be well served by making sure workers are prepared for potential violent attacks and understand how to avoid them. ... [Read More]
