In order to address these unmet needs, Wisconsin lawyers have incorporated a responsibility to provide free legal services in their code of professional conduct. To bolster these efforts, the Wisconsin Supreme Court in 1986 established the Wisconsin Trust Account Foundation (WisTAF) to fund organized programs that operate around the state to provide poor people with legal counsel in civil matters.
