Methamphetamine - Wisconsin Drug Threat Assessment
Wisconsin's large national forests and wilderness areas are ideal for clandestine methamphetamine laboratory operations. Wisconsin operates 42 parks, 4 recreation areas, 10 state forests, 13 state trails, as well as 6 million acres of hunting land. The parks range in size from Devil's Lake, with 8,864 acres, to the largest single state recreational facility, the Northern Highland Legion Forest, with 221,946 acres. State trails total 8,928 acres. Limited law enforcement presence makes these areas ideally suited for operating methamphetamine laboratories and disposing of the resulting toxic waste. Furthermore, Wisconsin's proximity to Canada gives local laboratory operators another advantage over law enforcement efforts. May, 2005, Courtesy of Madison Area Technical College      A small group of nursing assistant students were the first class to graduate from a specialized program at Madison Area Technical College (MATC) that combines Certified Nursing Assistant (CNA) training with English as a second language (ESL) instruction. Many of the students hope graduation from this program will allow them to return to the careers in health care they left behind when they immigrated to this country. Julieta Estrada, who has years of experience in the general medical emergency department and maternity unit hospital rotations, has not worked in nursing for more than a decade. When Estrada emigrated from Mexico to the United States 12 years ago, she knew her limited English-language skills would make it difficult for her to continue nursing. As a result five other midwest states contracted with the Wisconsin Job Service to develop and launch this service. As technology improved more states participated and exists today through the internet as America's Job Bank. ...

On July 18, 1984, President Reagan signed the Deficit Reduction Act of 1984 into law. The law specifically charged all employers to start reporting quarterly wages for all employees. This law mandated that the reporting requirement would become effective on September 30, 1988. The State of Wisconsin and DILHR's Unemployment Compensation Division had 4 years to create a system to report these wages and train 120,000 employers in the State how to report wages using the technology available at the time. Wisconsin aggressively pursued this goal by having a pilot program in 1987, reported the wages in 1988 and then paid claims statewide in 1989 . The benefit of this system was to speed up claims processing because wage information no longer had to be requested of employers. In addition, the program allowed other State and Federal programs to participate in the wage information sharing.
