We may have a duty to legislate, but we also have a duty to inform and deliberate. In the past quarter century we have seen a phenomenal growth in the power of the executive branch. If this continues at such a fast pace, our system of checks and balances will be destroyed. One of the main bulwarks against this growing power is free debate in the Senate . . . WEST-CENTRAL WEST VIRGINIA ... Water temperature is 82 degrees. Fish for channel catfish while using chicken liver or cut bait. The shoreline from Deckers Creek to the Morgantown Lock is one of the best areas on the river because the current from the dam will attract fish during the lower summer flows. The mouth of Deckers Creek at the Riverfront Park always attracts fish and is an easy place to fish. The shoreline on the Westover side of the river immediately below the lock gates is also a good area for all species, particularly during high water. Warm water discharges at the Rivesville and Morgantown power plants also attract fish. A pier at the Morgantown plant makes fishing safe and convenient. Lots of carp are present at the discharge of the sewage treatment plant below the Star City bridge. Shoreline anglers have several good areas to fish o the river: the mouths of Buffalo and Paw Paw creeks in Marion County , and the mouths of Whiteday and Deckers creeks in Monongalia County .
