Dan Houlihan reported to the board that the Virginia Lottery had requested proposals for the redesign and management of their web page. However, Mr. Houlihan’s assessment was that the project was too cumbersome and time-exhaustive given current staff restraints with Virginia Interactive, and he recommended that the project would best be addressed by responding to the Lottery in a partner arrangement with another company. Mr. Houlihan reported his assessment that the Whitlock Group of Richmond appeared to be appropriate for the particular needs of the Lottery project.
