Virginia seeks to promote the responsible management of electronics waste in accordance with federal and state regulations. In 2001 Virginia joined other EPA Region III states in a regional electronics recycling collection pilot project, "eCycling". As part of this project, Virginia localities hosted 5 one-time collection events over 2 years utilizing funding from EPA and the electronics industry partners as well as local funding and in-kind services. At its conclusion the eCycling pilot resulted in 58 residential electronics collection events, 9 permanent collection programs in place, and over 2,700 tons of end-of-life electronics diverted from the waste stream. The initiative in Virginia began with pilot reviews in three school divisions which volunteered to participate in the pilot program - New Kent and Roanoke Counties and the City of Richmond. These divisions combined found cost savings of nearly $3 million. ... The revisions are intended to provide additional incentives needed by suppliers to be able to supply electricity to pilot participants. More than 65,000 customers from a variety of customer classes would be eligible to participate in one of three programs: competitive bid supply service, municipal aggregation, and commercial and industrial pilots. DVP will now eliminate the competitive transition charge (CTC) for pilot participants for 2004. Originally, the charge was being reduced by half. During the transition to competition, state law permits DVP to assess this charge to allow DVP to recover past investments it made in order to serve all customers. DEQ: Virginia's Mercury Reduction Initiative
This VADEQ initiative actually began in the Spring of 2004. DEQ proposed a “pilot project” to remove mercury switches with Auto Recyclers, LLC of Winchester, Virginia. Owners Paul and Marla Palma tout themselves as “Virginia first all-indoor auto recycling facility”, and they are dedicated to recycling every possible piece of the automobile. Paul and Marla have a history of working in the salvage industry, and he understands the environmental problems that can be created by poor management of automotive fluids and materials. Auto Recyclers has volunteered to remove the mercury switches and to assess the process. Auto Recyclers staff has been removing and collecting the switches for nearly 6 months.
