DESCRIPTION: The Kanab city council and planning commission, in conjunction with the Five County Association of Governments, created Kanab's general plan according to guidelines established in Utah's "Municipal Land Use Development and Management Act" ( Utah Code , 1992, 10-9-301-306). In this plan, adopted 26 September 1995, Kanab's municipal government expresses the hope that Kanab will be a community which "protects the heritage, culture and values of the past while striving for a more diversified economy and creating an environment conducive to a high quality of life for living, working, visiting, and playing." The council proposes the plan as a decision making guide for businesses and individuals, and as a planning guide for the city council and its various appointed boards and commissions. ... Kanab (Utah), Planning commission minutes, 1979- ongoing.
In 1980 the Kanab planning commission completed drafting a comprehensive zoning ordinance which the city council adopted after a public hearing. The commission revised Kanab's master plan and the city council adopted it in November 1981. The commission has also been responsible for developing an annexation policy for Kanab. According to statute, once a general plan and zoning laws have been adopted no public space, whether publicly or privately owned, can be altered without the express approval of the planning commission. Planning commission decisions are subject to city council review. The Kanab planning commission evaluates development proposals, reviewing plans for such things as a new mortuary, bicycle repair shop, or clinic. The Kanab city council has worked hard to promote Kanab as a gateway community to the national parks, and more recently has worked to promote Kanab as a destination community as well. In 1926 the council established an eating station for tourists. Ongoing, the council has paid to advertise Kanab in papers like the Salt Lake Tribune. Over the years the council has worked with many motion picture producers who have used Kanab and the surrounding area as a site for movie shots. Currently, (2003) Kanab claims to offer easier access to more national parks and monuments than any other place on earth. The Kanab succeeded in their efforts to get Kanab named as the site for Grand Staircase-Escalante National Monument headquarters. The city has built a new downtown plaza to house both the Grand Staircase offices and Kanab city offices. Ongoing, the city council has worked to build Kanab. The city council established a fire department in the 1940s and built a municipal airport in the 1950s. They began providing community recreation and built a swimming pool in the 1960s, adding a municipal golf course and senior citizens' center in the 1970s. Since the 1970s the city council has been highly involved in development planning. The council has adopted or revised several master plans, and has worked hard to expand utilities and services to annexed areas, including the Kanab Creek Ranchos which are on the opposite side of Kanab Creek from the original city. The female board spent an active two years in office, leading some supporters to claim that they had done more for Kanab than all the previous boards combined. Their first official act was to protect local merchants by increasing the license fee for peddlers and traveling salespeople. Other ordinances included the regulation of stray animals, a dog tax, a law requiring residents to use "fly-traps," and the prohibition of "flippers and slings" within town limits to protect birds from thoughtless youth. The women also outlawed foot races, horse races, ball games, and all "noisy sports" on the Sabbath.
