I have been a member of the Walking Horse Trainers Association, been a member of the Walking Horse Owners Association, I sat on a board of the TWHBEA organization for 8 years, during that time I sat on the Nominating, Enforcement, and Pleasure Committees. I have managed horse shows including the first versatility show ever held at the Celebration. I founded or co-founded several pleasure horse associations in my home state of North Carolina, and I have begun several shows that are still held there today. I was a co-founder of the National Walking Horse Association. I also served as president of the North Carolina Horse Council for four years. The Horse Protection Act: Responsibilities of Horse Show Management Tech Note
If management decides to use a DQP, it must: Use two DQPs when more than 150 horses are entered in an event. Allow DQPs access to all show or sale facilities and records. Provide DQPs with a suitable area for observing and inspecting horses. Allow DQPs to inspect all Tennessee Walking Horses and racking horses. Refrain from influencing or interfering with a DQP. Disqualify any horse the DQP finds in violation of the HPA. Wait until the show or sale is over to dismiss a DQP if management is unhappywith his or her work and notify USDA and the DQP's licensingorganization of the reasons for its dissatisfaction. If management decides to not use a DQP, it must: Identify and disqualify from participating or competing in the horse showor sale any horse not in compliance with the HPA. (a) The management of any horse show, horse exhibition, or horse sale or auction which does not appoint and retain a DQP shall be responsible for identifying all horses that are sore or otherwise in violation of the Act or regulations, and shall disqualify or disallow any horses which are sore or otherwise in violation of the Act or regulations from participating or competing in any horse show, horse exhibition, horse sale, or horse auction. Horses entered for sale or auction at a horse sale or horse auction must be identified as sore or otherwise in violation of the Act or regulations prior to the sale or auction and prohibited from entering the sale or auction ring.
