Even then, however, planners such as Jim Bowen envisioned the aquarium project as the beginning of a comprehensive greenway network stretching along the south side of the river. The 1970s found Chattanooga in a serious decline with the dubious distinction of having the worst air quality in the country. This problem actually brought the community together for a series of "visioning" meetings about the future of the area. The process led to the redevelopment of the city's downtown waterfront area. With the success of the Tennessee Aquarium and other important projects in the downtown area, Chattanooga residents began moving back into the downtown area earlier this decade. Chattanooga and Hamilton County have learned how to do business better, have become dedicated to environmentally sound manufacturing practices, have overcome obstacles from the past and are working together for the future of the entire area. From the exciting Tennessee Aquarium and Southside development in Chattanooga to the challenges of converting "swords to plowshares" at the Oak Ridge complex, the work of the century now dawning is everywhere to see. The emerging "East Tennessee Technology Corridor," which has been my "mission for the future" ever since I took office, will make our area a rival to such well-known "high-tech" centers as Silicon Valley in California and the Research Triangle in North Carolina.
