Posted on February 01, 2005 Lyman grew up around plant Next time Mayor Bob Fogel looks out his town hall office, he'll have a very different view. That's because the cars driven by the 400 people working at Springs Industries will soon begin disappearing from the parking lot, as their jobs are phased out. Almost two months ago, the Fort Mill-based manufacturing company announced that it would begin shutting down operations today at its Lyman plant, cutting all but 40 jobs in the coming weeks. From now on, when Fogel looks out at the plant that started his town, he'll be reminded that they had to move on. And he'll be faced with the difficult emotions of helping his town do the same. Since the 1950's there had been some discussion in Rock Hill and York County of the advantages of consolidating all library service in the county into a single library system. The advantages of the unified system were manifest in avoiding expensive duplication of staff, books and equipment and in the sharing of resources which would improve the availability of books and materials to all library patrons. In April of 1966 the library boards in York County began a serious discussion of the issue of consolidation. On May 4, 1966 all library boards in the country approved the legislation which was required to bring about the consolidation of the various libraries in the county into a single system. The bill was enacted and on August 9, 1966 the new county library board met for the first time. Norma Lightsey was elected the first librarian of the new system. Discouraged by his defeat and angered by discrimination between British andcolonial officers in rank and pay, he resigned his commission near the end of1754. The next year, however, he volunteered to join British general EdwardBraddock's expedition against the French.
