The city of Gaffney, located on the highly traveled I-85corridor, is experiencing rapid business/industrial growth and development.Gaffney is home to the Factory Shop Outlet Mall, which attracts two to fourmillion visitors annually. In addition to the outlet mall, the recentannexation of an industrial park two miles outside of the city limits and thebuilding of new schools has resulted in increased traffic volume. Per capita,Gaffney has more accidents than most other South Carolina cities of the samesize and larger. Furthermore, prior to the creation of the Traffic SafetyEnforcement Unit, public safety and Driving Under the Influence (DUI) checkpointswere rarely conducted, patrol officers also served as school crossing guardswhen necessary, and traffic safety educational opportunities were practicallynon-existent. ...
