The election of Joseph P. Riley, Jr. as mayor in the 1970s has had a lasting effect on this historic city. A Charleston native, son of a successful real estate and insurance businessman, graduate of The Citadel, lover of history, the arts, architecture and his city, Riley utilized the unique characteristics of Charleston as a magnet for needed economic development. At the same time he understood the need to maintain the high quality of design and construction reflected in the city's historic architecture. A native of Beaufort County, South Carolina, Governor Sanford received a bachelor's degree in business from Furman University in 1983 and a master's degree in business administration from the University of Virginia's Darden Graduate School of Business Administration in 1988. He has owned the Norton and Sanford real estate investment firm in Charleston, South Carolina, since 1992. From 1995 until 2001, Sanford represented South Carolina's First District in the U.S. House of Representatives. By the mid-18th century Charleston had become a bustling trade center, and the wealthiest and largest city south of Philadelphia. Rice and indigo had been successfully cultivated by gentleman planters in the surrounding coastal lowcountry, while merchants profited from the successful shipping industry. As the relationship between the colonists and England deteriorated, Charleston became a focal point in the ensuing Revolution. In protest of the Tea Act of 1773, which embodied the concept of "taxation without representation," Charlestonians confiscated tea and stored it in the Exchange and Custom House . Representatives from all over the colony came to the Exchange in 1774 to elect delegates to the Continental Congress, the group responsible for drafting the Declaration of Independence; and South Carolina declared its independence from the crown on the steps of the Exchange. Commercial leasing and construction activity in the District was generally flat in recent weeks. Contacts reported that their clients remained hesitant to commit to real estate deals in the sluggish economy--a realtor in the Raleigh, North Carolina, area told us firms there had "no sense of urgency" to obtain additional space. The retail sector was one of the bright spots in recent weeks; retail vacancies remained low and rents held firm. "We are very upbeat [about retail]…things are headed in the right direction," remarked a realtor in Bristol, Virginia. In contrast, office leasing activity was slow and vacancy rates remained high.
