The report also identified potential vulnerabilities within the Newport facilities that the state immediately began to address. For example, the report found that some Rhode Island military facilities operate at higher costs than their counterparts in other states. To mitigate this, the state worked with the Navy and the City of Newport to reduce trash removal tipping fees, electricity costs, and negotiate a more favorable water rate arrangement. He served as principal of the Howard Hathaway Elementary School, assistant principal of the Portsmouth Middle School, and, from 1974 to 1989, served as director of Administrative Services in the Portsmouth district. In 1989, he was selected to be superintendent of the Portsmouth schools, a position he held for ten years.
